Dear Neighbors,
As the Director of Community Engagement and Organizing for the Rail Passengers Association, and as a former Armour Square resident whose family called this area home for over a century, the neighborhood and its future are deeply personal to me.
I know that Amtrak’s 14th Street Yard needs modernizing. It’s cramped, out-of-date, and nowhere near ready for a future passenger rail fleet. But how you build things matters just as much as what you build. The use of the categorical exclusion, in this case, left a bad taste - to say the least - in nearly everyone’s mouth. The process felt rushed, the public and elected officials were left in the dark, and the meeting at the Carpenters Hall back in September felt more like the data center hearings you see online.
But now, things have changed.
Thanks to the groundswell of grassroots pushback and the united front of neighbors and the officials that represent them, the Federal Railroad Administration (FRA) is slowing the process down and giving the public a seat at the table.
This morning, the FRA has launched a permitting process dashboard and announced that they are preparing a more robust environmental assessment - which will include two public briefings and the ability to submit public comments for the record.
The Armour Square, Bridgeport, and Chinatown communities deserve transparent answers, real environmental accountability, and meaningful community investment. The neighborhood now has leverage - but only if you use it.
Which is why the Rail Passengers Association is officially launching this independent survey to give residents a direct, organized voice, especially since many couldn't attend or speak at recent town halls. We will deliver the responses directly to the FRA, Amtrak leadership, and the public officials responsible for the proposed facility as part of this new public process. Your feedback will provide the hard data we need to demand legally enforceable mitigation measures should this project move forward - including 100% electric shore power, strict noise and air quality controls, smart construction routing, lasting community investments, and what to do to keep the Sox in the neighborhood.
Thank you for taking a few minutes to make your voice heard.
